So I called Lake Oswego Animal Control and an officer picked her up to bring her to bring her to Clackamas County Animal Shelter. They will hold her for several days before adopting her out. Here is their web site:

I may have found your kitty ! We have a female cat fitting the description of
yours.... I have studied her markings and she is identical. The only discrepency is that she has only a half tail. Not bobbed, but half like it may have been severed in an accident,or possibly born with a deformity. She has been in our care for about 3+ wks., and had no ID tags/collar. We will be taking her to the vet this afternoon to check for a chip ID. Hope she's the one.
