Services also include occupational health and infectious disease program; commercial insurance program; and, loss prevention, risk assessment and employee safety and compliance services. The Insurance and Loss Prevention Manager supervises professional and technical staff, reports to the City Risk Manager, and is a member of the Bureau’s management team. This is an important leadership position in Risk Management that is expected to be a big-picture strategic thinker/planner rather than a technical expert but must also have a good working knowledge of, and is primarily responsible for, City-wide commercial insurance and employee safety and tort liability loss control programs. Responsibilities include planning, presenting, implementing and maintaining citywide safety, self-insured compliance and loss prevention programs; managing insurance coverage to protect the City’s operations, assets and financial position; working with the City’s Insurance Broker; monitoring self-insurance internal allocation; assessing city risk exposures; analyzing and trending of city losses; evaluating adequacy of insurance coverage, advising, consulting and collaborating on risk control techniques and loss prevention activities with client bureaus; establishing and maintaining excellent client relations; and staff supervision.<br>

Supervision is received from the Budget & Finance Manager.</p><p>Duties include:</p> <p><ul><li>Conducts review and analysis of revenue/expenditures to monitor financial performance of several organizational and program units.
<li>Prepares, coordinates and assembles budgets, budget amendments, and related contracting and budget documents.
<li>Assists in the development and preparation of the Department budget, including forecasts, trends and projections, and provides cost analysis on project work.

<li>Reviews, monitors and processes vendor contract payments that conform to existing contract terms and meet applicable federal compliance requirements. 
<li>Monitors and tracks grants and contracted invoicing/billing.
<li>Coordinates with Procurement section on federal Disadvantaged Business Enterprise (DBE) reporting.
<li>Prepares and files financial and program status reports to external federal agencies.
<li>Coordinates and prepares internal (Metro) financial project and program status reports for Planning & Development and Research Center Directors.
<li>Obtains financial information/reports from the Enterprise Resource Planning (ERP) system, Grants Management System (GMS), or other valid sources of financial information; analyzes and compiles information, prepares and generates reports for assigned program areas and projects related to budget compliance, expenditure/revenue monitoring and contract compliance.
<li>Remains current on all Metro Code, Contracting Procedures, Grant Compliance and Requirements, state, federal and local requirements related to the program areas; updates policies or procedures to reflect changes, and provides guidance to staff.
<li>Maintains various databases specific to program or organizational area. 
<li>Performs research and provides technical assistance in a variety of areas.  
<li>May provide lead direction to professional and other staff within program area.</ul>

</b>Serve as agency expert in tax reporting and plan qualification issues. 
Responsible for identifying Internal Revenue Service (IRS) and Oregon Dept. of

consultative advice on the administrative, policy, programmatic and management 
aspects of PERS operations as they relate to federal and state tax issues. 
Analyzes and interprets Federal and State tax laws and regulations. Generates 
regulatory, policy and procedural requirements that significantly affect PERS 
plan retirements and financial status. <br>

<b>MAIN DUTIES<br>
</b>Manage research that evaluates agency policy and operations for legal 
compliance with a principle agency mission of maintaining federal tax qualified 
status.<br>
<br>
Monitors and reviews all substantive legislative, regulatory, and policy 
decisions to ensure they will support that goal, and researches, formulates, and 
advocates for changes in laws, rules, or policies that are necessary or 
sufficient to support that goal. <br>
<br>
Research, develop, draft, and analyze state legislative amendments needed to 
maintain federal tax compliance. Write or revise policy to mitigate operational 
risk. <br>
<br>
Lead policy task forces comprised of agency staff, outside legal counsel, and 
stakeholders to address legislative and policy changes. <br>
<br>
Interpret and explain agency tax policy and rules to staff, legislators, and the 
public as needed. <br>
<br>
Write administrative rules, legislative drafts, policy memos, member 
communications, and other communications based on changes in applicable statutes 
or policy direction.<br>
<br>
Develop testing program to assure benefit payments are made in compliance with 
IRC restrictions, including §415 limitations and corresponding payments from the 
Benefit Equalization Fund (BEF). <br>
<br>
Perform annual review of federal and state tax reporting requirements. <br>
<br>
Review publications, forms, and letters on tax related issues as requested by 
agency managers. Assist agency managers on tax related issues as required.<br>
<br>
Coordinate with outside legal counsel and Consulting Actuary on emerging tax 
issues that affect PERS tax qualification and/or operations. <br>
<br>
Ensure FICA tax reporting and remittance meet IRS requirements. <br>
<br>
Recommend policies for implementation and execution of tax withholding and 
reporting requirements for all benefits distributed by the retirement program to 
both members and beneficiaries. <br>

Knowledge and Skills:<br>
Working knowledge of state and federal legislative and regulatory processes with emphasis in education, research and/or health care.  Excellent written and verbal communications skills, including the ability to express complex information in a clear, concise and understandable fashion. Demonstrated ability to create a variety of written work products of significant complexity, including but not limited to analysis, proposals, policies and procedures. Proven ability to undertake multiple priorities concurrently, ability to self-prioritize, and to consistently meet due dates and timelines. Must be a team player, but able to work independently, using initiative and judgment. </b>Serve as primary contact for employers on all queries regarding member and 
employer research request, correction of data reporting and compliance 
procedures, legal interpretation and federal tax issues related to qualified 
plans. Reconciles demographic and financial information related to member and 
employer accounts. Invoices employers for contributions or refunds overpayments 
to employers to reconcile records.<br>

<b>MAIN DUTIES<br>
</b>Process audits of employer contribution reporting. <br>
Reconcile individual member accounts. <br>
Reconcile total employer and employee contributions for the year. <br>
Ensure that member contributions are correctly reported for federal income tax 
requirements. <br>
Serve as contact for PERS employer members and counsel on a wide variety of PERS 
topics.<br>
Provide information on PERS programs to employee groups as required or assigned 
via telephone contact or written correspondence.<br>
Invoice employers for contribution and/or service time due to members. <br>
Calculate amounts due on behalf of member. Generate invoice. <br>

REQUIRED QUALIFICATIONS<br>

Five years of high level management and leadership experience in mechanical and industrial technology or related area of responsibility, including experience as a manager or supervisor with increasingly higher responsibility for daily operations and oversight of a large, complex organization. The equivalent of a Bachelor’s degree in Industrial Technology or a related discipline, or additional qualifying management experience. Experience managing represented employees. Working knowledge of work management systems, long term maintenance planning and resource scheduling. In-depth knowledge of Mechanical and Industrial Technology. Ability to actively promote, support and manage key strategic Citywide initiatives, including those related to fair and equal employment, diversity and justice in the workplace. Proven track record in coaching, counseling and developing employees of diverse backgrounds. Working knowledge of Federal and State regulations such as OSHA, WISHA and NEMA specifications, the NESC and WAC (Washington Admin Code) 296-45 (Safety Standards for Electrical Workers).<br>
