This position plays a key management and advisory role, so must work cooperatively with elected officials, department leaders, city staff and the public in analyzing and describing the City's financial functions. Applicants must have excellent interpersonal and communication skills and have extensive experience in Generally Accepted Accounting Principles related to City accounting and financial practices, methods, records and documentation. The Finance Director serves as the principal financial advisor to the City Manager and is charged with promoting and sustaining a strong fiscal position for the City government.
This position manages accounting and financial reporting for all funds, departments, and programs; Accounts Payable, Purchasing, Accounts Receivable and Payroll. Establishes, maintains and recommends financial controls, policies and procedures in accordance with state and municipal statutes and ordinances, including a working knowledge of GASB 34 and 45. Experience with bond debt issuance and tracking, system development charges administration and tracking, and knowledge of HR employee benefit and risk management regulations a plus. Familiarization with Caselle Government Accounting Software is desirable.
The applicant will also be required to demonstrate their ability to : Develop and oversee the City budget; oversee and perform all general ledger functions; administer the annual audit; monitor cash management and internal control; maintain a positive approach to problem-solving; be capable of performing complex accounting procedures/projections; and manage City investments for optimum safety and return. The Finance Director is also responsible for all debt financings and cost studies for water and sewer.
