Clatsop Community College, a public, two-year institution, located in Astoria, Oregon, serving students and communities in northwest Oregon and southwest Washington, has an opening in Student Services for a Registrar.

Assignment: 245 days annually.

JOB SUMMARY
Under direction of the Dean of Student Services, the Registrar is responsible for the overall administration of all functions of the Registrar's Office including the College's registration and student records processes. This position monitors procedures and develops and recommends improvements and modifications in its operations. The Registrar will supervise the registration staff, oversee cashiering functions, manage student records budget, make preparations for and execute the college graduation, prepare enrollment reports and provide oversight of the administrative information system's student modules.


ESSENTIAL DUTIES
Oversees the College's Registrar's Office ensuring compliance with state & federal requirements; provides input & makes recommendations regarding academic policies & potential legal issues involving student records.
Organize & administer the records & registration processes including transcript evaluations in order to provide maximum service to students while ensuring efficient & effective workflow. Designs, evaluates & modifies procedures & processes to facilitate the proper processing of student data.
Supervise the coordination, evaluation & certification of all graduation applications, while overseeing the complete graduation process to include all elements of the rehearsal & ceremony.
Develop & administer the departmental budget.
Collaborate with administrators, deans, faculty, IT & counselors to facilitate & improve services to students, including catalog & registration/records policy questions.
Identifies, recommends, & assists with implementation of new technology to increase student access to admissions including on-line applications & registration. Assists with development & maintenance of the database modules utilized for student recruitment & tracking reporting.
Oversees the online registration & degree audit processes. Annually updates degree audit programming.
Provides reports to external agencies as required by applicable regulations. Provides technical & reporting support to Student Services Departments.
Updates & maintains College's student records policies & procedures & is responsible for disseminating this information to students & staff. Responsible for updating annual published registration data.
Monitors the transition of data from admissions to registration modules; ensures that established systems support institutional/departmental goals & are consistently utilized. Makes recommendations for change as needed.
Regularly audits student data for completeness & accuracy.
Supervises the performance of the Student Services Specialists & temporary staff, including hiring, training, work assignments, review & performance appraisals.
Disseminates information & provides ongoing training about College's registration processes to faculty, staff advisors, & students.
Certifies & regulates all information relating to international students. Issues I-20 forms & updates enrollment & financial information on the SEVIS system.
Serves as a member of the Instructional Council & Student Services Team.

MINIMUM QUALIFICATIONS

Education and Experience
Bachelor's degree and one or more years of previous experience in admissions and records processes in a higher education setting or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Requires a minimum of one year of multiple employee supervision and departmental budget management.

Knowledge
Knowledge of collegiate records and registration practices.
Knowledge of state and federal reporting requirements.
Knowledge of Registrar's best practices.
Knowledge regarding issues governing student records policies/procedures including FERPA.
Knowledge of effective staff development and supervision principles.
Ability to effectively work with staff and students from diverse backgrounds.

Skills
A demonstrated ability to work independently on multiple tasks with a high degree of accuracy.
Skill in management and organization.
Skill in oral and written communication required to collaborate effectively with college departments and cross-functional teams.
Skill in reporting, analyzing and interpreting data through either Microsoft Excel or Access.
Skill using technology, including student administrative information systems.
At a minimum, it is required of every employee to be able to: use a computer terminal to log in to e-mail; read and create e-mail messages; access the intranet system to find and complete forms and read institutional documents; access the internet and the College's web site; use the calendaring function of the College's e-mail system; and utilize department specific data entry and/or work order software to facilitate departmental tasks.
