WHEELING - It took the strength of two sheriff's deputies to keep a middle schooler still enough to receive a shot of the swine flu, or H1N1, vaccine at a recent clinic.
During a regular Wheeling-Ohio County Health Board meeting Tuesday, health department Administrator Howard Gamble told board members about the student's attempt to flee Wheeling Middle School during a vaccination clinic held there last Friday.
He noted the boy's mother could not bear to watch the scene and left the gymnasium. Out of apparent fear of receiving the injection, the student ran out of the building. The school's resource officer, Ohio County Sheriff's Deputy John Haglock, coaxed the boy back inside. Once at the shot station, however, Haglock apparently needed some help keeping the boy still, and another deputy assisted.
"He tried to run. I looked over and saw two sheriff's deputies holding a kid down," Gamble said. "Mom took off, she couldn't take it. You had one nurse with the needle, two deputies holding him, one nurse is grabbing hands - because that's what they want to do, to go after the needle. And that's the last thing you want."
Gamble said as soon as the nurse gave the boy his injection and told him he was done, he hopped up like nothing had happened.
"For the most part they go very easy. As far as the shots, every once in awhile you have to hold down one or two - but that's why mom is there or dad is there," Gamble said.
He added after the meeting that Friday's incident was the only time Ohio County deputies have held a student during a shot.
"They're mostly there for parking and directions. They also know the kids. ... They were our first line of contact when setting up the clinics," Gamble said.
Neither Sheriff Pat Butler nor Haglock could be reached for comment. A sheriff's department official said Haglock is on vacation for the next two weeks.
During a clinic Tuesday at Bridge Street Middle School, similar scenes took place - though not quite as dramatic and not involving officers of the law. A couple sets of parents could be seen keeping their children from wiggling away while a nurse quickly administered the vaccine.
Ten-year-old Austin Price, the son of Jennifer and Josh Price, decided to take the shot standing up and with no assistance from his mom or dad. He even smiled for a photograph.
And on a scale of 1-10, how painful was the shot?
A "4," he answered.
By 7:30 p.m., 391 students from Bridge Street and Elm Grove and Middle Creek elementary schools had been vaccinated. Gamble expected that by the clinic's end at 8 p.m., more than 400 would have received the inoculation.

I understand and agree that children do need to be supported by both parents, but I believe that the system is old and flawed. The child support system was created years and years ago and society has dramatically changed as we have moved into the future. Child support payments should be in the form of a card or something that forces the receiving parent to actually spend the money on the child it is intended for. I have heard/read time and time again on the news or in the paper of how a child is neglected because the parent is spending the child support money on drugs or alcohol. There is no system set up to protect the child. Why do I see on loan applications lines for extra income such as child support allowed to be used to pay for a vehicle or loan, when that money is strictly supposed to be spent on the child? That money is not for the other parent to shop and do whatever for themselves but it often is and ultimately the child suffers.
Everyone can have children but not everyone can be a parent!

I wanted to make a change for the State of Oregon, in regards to the requirement to continue to support children that are over the age 18 and under 21 that are attending school; see ORS 107.108 support or maintenance for child attending school. This law states that if you are paying child support you are still required to support the child while they attend school until they reach the age of 21. While I do not object to supporting a child until they have graduated high school, I do however think it is unreasonable to expect an obligee, (person who pays support) to continue to support an adult until they are they age of 21, just because they are attending college/vocational training or any other educational facility. ORS 107.108 also requires an obligee to: (7) Each parent ordered to pay support shall continue to make support payments, to be distributed (meaning continue to pay the other parent--just exactly how is it verified that this money is going to the child?!!!) or paid directly, to the child during regularly scheduled breaks as long as the child intends to continue attending school the next scheduled term or semester. An obligee is required to continue to pay support even when the child is on any break, such as summer break often approximately 3 months long, even if the child is working their own full time job receiving their own income. If you have a child being supported by Social Security they are cut off at the age of 18, or until they have graduated high school, they stopped paying for children attending college or any other educational facility back in 1981. I say it is time to change Oregon’s law in regards to child support requirements until the age of 21 for children attending school; we should not be required to support adults.
This law seems somewhat discriminatory as it only pertains to divorced and unmarried parents. If you are divorced or an unmarried parent the rules are different for you than married couples who have children. Married couples with children are not required to support their children past the age of 18 or until they graduate from high school. Just because the parents are married does not mean they will continue to pay their children's expense until they are 21. Most people I know they were on their own shortly after high school and most attending college did it from their own means, as they paid for it themselves. Adult children should not be able to obtain support til there are 21 this is ridiculous, just because their parents were never married or are divorced.
I think now is the time we need to be heard and not taken advantage of anymore by a support system that needs to be updated and not so biased. We should not have discrimination anymore but being a part of the child support system it is still very obvious that gender plays a major role on how one is viewed during any support procedures, hearings, modification of support payments, etc.
I am sure we are not the only ones that feel that this law is unjust to anyone paying child support. Most people out there that are paying child support are already treated unjustly or looked at as the 'bad' person. Most often in support hearings the person who is to pay support doesn't have a chance regarding their thoughts or concerns taken seriously. Usually they are just expected to pay and be quiet. Help us to make a change.
