On offer is a Symbol LS-1902-T scanner with USB cable that is now surplus to my needs. It is a commercial/retail grade scanner for nearly all UPC/ISBN style barcodes. It emulates a standard USB keyboard. It works just fine with my laptop, desktop, or any computer with a USB port.

Since it emulates a USB keyboard, all you have to to is plug it into your PC and scan something into the field where your mouse cursor is pointed. This is a programmable unit so you can set it up to handle whatever your app needs. I have reset it to factory defaults and added an ENTER suffix.

Make me an offer is $15 is too much...
